Technical Brief: Addressing Sex Workers, Men Who Have Sex With Men, Transgender People, People Who Use Drugs, and People in Prison and Other Closed Settings in the Context of the HIV Epidemic

Year
2017

The Global Fund has published this technical brief on guiding principles and best practices for HIV programming addressing sex workers and other key populations. The brief is based on 4 implementation tools for key populations, with the Sex Worker Implementation Tool (SWIT) offering normative guidance for programming aimed at sex workers.

The brief, aimed at governments applying for funding, emphasises the expectation that governments base comprehensive key population programs on the guidelines and implementation tools the briefing is based on, including the SWIT. It emphasises that key population programming must respect human rights, involve community empowerment and meaningful participation of key populations, and address stigma, discrimination and violence.

Contents include:

  • Introduction
  • Rationale: why a key populations focus is needed.
  • How to include key populations in funding requests
    • Guiding principles for a human-rights based approach
    • Community empowerment
    • Addressing stigma, discrimination and violence
    • Health services for key populations
    • Considerations for service delivery
  • Key population networks.

This technical brief is useful for governments and organisations offering HIV programmes for sex workers. It is also a useful tool for sex workers in Global Fund countries to hold funded government and civil society programmes accountable.
