Universal Health Coverage speaks to the global goal of providing all people with the health care they need without creating undue financial burdens on the individual. In many parts of the world, health provision and access to health services remains extremely poor, particularly for criminalised and marginalised populations such as sex workers and other key populations.

Sex workers around the world face a wide range of barriers to accessing justice, both as victims of crime and when charged with crimes. Since sex work is widely criminalised, most sex workers are denied access to the benefits and rights afforded to other workers under labour laws and face the risk of criminalisation, detention, deportation and legal sanction.

The struggles for sex workers’ and women’s rights are innately interconnected. Worldwide, most sex workers are women, who share challenges in their fight for justice, equality, and the right to be free from violence, stigma, and discrimination. Nevertheless, within the women’s movement there have been obstacles to acceptance of and meaningful engagement with sex worker-led organisations, ranging from ideological opposition to outright abuse.

Trafficking in persons has generated increasing global attention in recent decades, largely due to the development of international frameworks, pressure from fundamental feminist and abolitionist groups, and as a reaction to increased migration for labour. International policies on trafficking frequently contain vague or ambiguous language, which can cause harm to sex workers in a number of ways. 

The Smart Service Provider’s Guide to ICT and Sex Work is a resource for service providers who want to better understand how Information and Communication Technologies (ICT) have impacted sex workers and the prevention of HIV.

This case study is the fourth and final instalment in a series produced by NSWP over a five-year period. Spanning the years 2015 to 2019, three previous case studies documented the role of NSWP and its member organisations in the development, implementation, and monitoring of rights-affirming international guidelines and policies on sex work. These case studies also examined the usage and impact of international guidelines and policies in local, national, and regional sex worker advocacy.

This case study will describe the journey of sex worker-led organisations in gaining knowledge about the Global Fund and its national processes to ensure the meaningful involvement of sex workers in 2020 Global Fund funding proposals development, and explores the barriers that sex workers face.

This case study is the third of five case studies that will be published on a yearly basis from 2016-2020. These case studies will monitor and document the impact of international guidelines and policies on sex work that NSWP and NSWP members have helped develop. NSWP will also monitor how members use these international guidelines in local, national and regional advocacy efforts. Examples of international guidelines include the Amnesty International Policy on State Obligations to Respect, Protect, and Fulfil the Human Rights of Sex Workers, the Sex Worker Implementation Tool, and the development of the UN Women policy on sex work.

NSWP provides technical support to regional sex worker networks in line with the needs identified by each regional network. This includes face-to-face technical support around organisational development to the Asia Pacific Network of Sex Workers (APNSW), the African Sex Workers Alliance (ASWA), and the Sex Workers’ Rights Advocacy Network for Central and Eastern Europe and Central Asia (SWAN), in addition to virtual technical support provided to other regional networks.

This case study focuses on the NSWP’s Global Fund capacity development programme for regional and national sex worker-led organisations, and assesses its impact. The programme supports a range of capacity building activities in 27 countries, and this case study focuses on the impact of these interventions in 2018. Specifically, the case study highlights the ability of regional networks and community experts to provide technical support relating to the Global Fund, and the capacity within sex worker-led organisations to engage with the Global Fund.
