INPUD’s Drug User Peace Initiative created the following resource, A War on Women who Use Drugs. This resource argues that the so-called ‘war on drugs’ is, in reality, a war on people who use drugs, with certain groups being subject to disproportionate abuse, human rights violations, stigma, and police attention. The resource documents the disproportionate harm of the war on drugs to women of colour, young women, poor women, and female sex workers. The resource pays particular attention to female sex workers, describing how female sex workers who use drugs suffer from double discrimination, stigma and criminalisation which in turn increase risks of abuse, violence, STIs and alienation from service provisions.

This publication includes a selection of activities undertaken and achievements made during the first 28 months of the Bridging the Gaps programme. In the period September 2011 - December 2013, the programme reached almost 700,000 sex workers, LGBT people and people who use drugs, with services that met their needs. 

Explanation of Band 4 of the Global Fund to Fight AIDS, Tuberculosis and Malaria and its Implications for Civil Society and Key Populations

The Review of the Engagement of Key Populations in the Funding Model global report is a research amongst key populations in eleven countries. It is a publication of the Communities Delegation of the Board of the Global Fund. It identifies six areas of concern regarding the Funding Model of The Global Fund and gives recommendations on how to improve community engagement. The global report is accompanied by a 3-page position paper summarising its conclusions. The areas of concern are: communication and transparency, representation and accountability, influence, safety and confidentiality, resources and strengthening of systems and capacities, culture, respect and authenticity. Perspectives and experiences of women living with HIV and service providers in Cameroon, Nigeria, and Zambia

This tool has been launched by The Coalition for Children Affected by AIDS. It is designed for care workers to use when faced with an ethical dilemma in their work with children and families of key populations, such as people living with HIV, sex workers or people who use drugs. The tool includes example dilemmas and how they were resolved, a code of ethics, standalone worksheets, video clips, and ‘orientation slides’ to help people deliver a 3-hour orientation to their colleagues.

A workshop was recently held in Geneva that brought together leading experts in health and human rights, technical partners, representatives of networks of key populations and people living with HIV, donors, grant recipients, civil society organizations, scholars and Global Fund board members and staff.

Key populations such as sex workers, men who have sex with men, transgender populations and people who inject drugs continue to bear a disproportionate brunt of the HIV and AIDS epidemic. They face many barriers including criminalisation. They also experience barriers to HIV treatment, often a result of fears that they will experience discrimination if they seek services in mainstream health settings. This is why sex workers, men who have sex with men, transgender populations and people who inject drugs are often described as ‘hard to reach’ populations.

In this resource, the World Health Organisation (WHO) brings together all existing guidelines on HIV prevention, diagnosis, treatment and care for five key populations (both adults and adolescents) in the HIV response: men who have sex with men, people who inject drugs, people in prisons and other closed settings, sex workers and transgender people. As new medical technologies are increasingly being promoted in the prevention and treatment of HIV, and heralded as interventions to be used within communities of key populations including sex workers, NSWP urges the international HIV community and donors to take the concerns of sex workers presented in this report seriously and continue meaningful engagement with key populations in this shift towards the use of biomedical interventions. For years sex workers around the world have been developing and sustaining sex worker-led HIV prevention, treatment, care and support programmes.

This resource is a press release from NSWP member Desiree Alliance. The statement explains their decision not to attend the 2014 International AIDS Conference. They argue the IAC conference is purposefully excluding sex workers from the conference, and boycott the conference because no financial assistance was provided to U.S.-based sex workers.
