The International Committee on the Rights of Sex Workers in Europe have published the briefing paper Surveilled. Exploited. Deported. Rights Violations Against Migrant Sex Workers in Europe and Central Asia. It explores how criminalisation of migration, criminalisation of sex work and lack of economic and employment opportunities make migrant sex workers vulnerable to exploitation, violence and other human rights violations. It also provides key recommendations to ensure the rights of migrant sex workers are protected.

The Sex Workers’ Rights Advocacy Network for Central and Eastern Europe and Central Asia (SWAN) have submitted the following response to the UN Women consultation on "sex work, sex trade, and prostitution." They voice concerns regarding the limited possibility for sex workers to take part in an internet-based consultation. Many sex worker groups have limited or no access to internet and are not familiar with the language used in the consultation.
The International Committee on the Rights of Sex Workers in Europe (ICRSE) submitted the following response to the UN Women consultation on "sex work, sex trade, and prostitution." In their preamble, ICRSE criticizes UN Women's lack of meaningful consultation with sex workers in the development of their policy. They remind UN Women that the UN Joint Programme on HIV/AIDS (UNAIDS), of which UN Women is a Co-Sponsor, already has developed a sex work policy that is founded in UN Human Rights treaties.
ICRSE has published their second intersection briefing paper entitled Feminism Needs Sex Workers, Sex Workers Need Feminism: Towards a Sex-Worker Inclusive Women's Rights Movement. This briefing paper explores the intersection of feminist ideologies, women’s rights and sex workers’ rights, and the feminist ideals which are included and supported in sex work activism. It calls upon the feminist movement to consider the growing evidence in support of sex work decriminalisation, build an alliance with sex workers and their organisations, and actively support sex workers’ rights and the decriminalisation of sex work.
UTSOPI, a sex worker organisation in Brussels, have published a statement on increased legal oppression of sex work in various municipalities across the country. The statement below is about the Alhambra area of Brussels where the mayor, Yvan Mayeur, has increased the financial penalities against sex workers and clients.
STAR-STAR, a sex workers' collective in the Balkans, has published Voluntary Sex Work. They interviewed 73 sex workers in the city of Skopje. Their key research objectives were to understand sex workers' attitudes and perceptions towards voluntary sex work and the legalisation of sex work, to raise the general population's awareness about sex work, and finally, to present the advantages and disadvantages of sex work legalisation.
Amnesty International has published their research The Human Cost of 'Crushing the Market: Criminalization of Sex Work in Norway Executive Summary to accompany their Policy on State Obligatoins to Respect, Protect, and Fulfil the Human Rights of Sex Workers. Their research demonstrates that human rights abuses against sex workers in Norway are directly related to the criminalisation of clients and third parties in Norway.
Amnesty International has published their research The Human Cost of 'Crushing the Market: Criminalization of Sex Work in Norway to accompany their Policy on State Obligatoins to Respect, Protect, and Fulfil the Human Rights of Sex Workers. Their research demonstrates that human rights abuses against sex workers in Norway are directly related to the criminalisation of clients and third parties in Norway. Amnesty International also found tha sex workers themselves were penalised and criminalised under the "Nordic Model". The resaerch is the result of three weeks of interviews with 54 sex workers in Norway as well as desk research.
The ICRSE Community Report Exploitation: Unfair Labour Arrangements and Precarious Working Conditions in the Sex Industry discusses exploitation in the sex industry, while simultaneously challenging anti-sex work advocates' understanding of sex work as 'sexual exploitation'. Through case studies in Europe and Central Asia, it argues that both sex work, as a form of work and income-generating activity, and exploitation, as labour arrangements that enable one person to take unfair advantage of the work of another, belong to the realm of work and should be viewed and analysed through the lens of labour.
NSWP is calling on the Turkish government, Turkish police, and the Turkish justice system to take urgent action to uphold the human rights of male, female, and transgender sex workers. Sex workers have the same right to protection from the law and access to justice as other people. They also have the right to be treated with dignity and respect without discrimination. The occupation and gender identity of sex workers should never be used to deny access to justice, health services, or social services.
According to a 2015 survey by Transgender Europe entitled Transrespect versus Transphobia Worldwide Project, 79 percent of transgender sex workers interviewed in Turkey reported experiencing police harassment. According to the Project for the Mapping of Violence Against and Legal Support for Trans Sex Workers, one in every two sex workers has experienced violence, and 50 percent of this violence was perpetrated by the police.
Transgender sex workers in Turkey are particularly vulnerable to violence, including from the police. In May 2015, NSWP published an article about seven transgender women who were violently attacked in different cities across Turkey. Two days after these attacks, more than 100 people gathered in Ankara to protest about violence against transgender people in Turkey.
In 1999, the Swedish government embarked on an experiment in social engineering1 to end men’s practice of purchasing commercial sexual services. The government enacted a new law criminalizing the purchase (but not the sale) of sex (Swedish Penal Code). It hoped that the fear of arrest and increased public stigma would convince men to change their sexual behaviour. The government also hoped that the law would force the estimated 1,850 to 3,000 women who sold sex in Sweden at that time to find another line of work.
Silence on Violence: Improving Safety of Women - the policing of off-street sex work and trafficking in London
This report was written in the run-up to the Olympic Games, held in London 2012 and it considers two overacrhing areas related to womens' safety within sex work: the policing of sex trafficking, and within that the policing for the Olymipics; and the general policing of sex workers. The report focusses on off-street sex work as the evidence shows that it very rarely, if at all, involves trafficked women.
The article explores the policy underpinning Sweden’s 1999 ban on the purchase of sexual services in the context of the social and health service sectors and the way that these sectors interact with sex workers. It argues that the rationale behind the sex purchase ban is difficult to reconcile with social policy outwith the 'merits' of criminal justice.
This article looks at how legalisation came to the netherlands; what it was intended to do, and what the impact has been on sex workers. In order to answer these lines of enquiry, the article examines what discourses frame the major actors in this debate, starting with a historical overview of Dutch sex work policies throughout the 20th century. Having established the socio-political backdrop of the Netherlands' approach to legalised sex work, the resource discusses how legalisation (or regulationism) "did not solve a number of serious problems in the sex industry".
This is NSWP's response to the consultation carried out in Scotland (UK) on the Criminalisation of the Purchase of Sex.
This proposal would make it illegal to purchase sex in Scotland. Rhoda Grant MSP, who carried out the consultation, believes that ‘prostitution in Scotland is a form of sexual violence against women and sexual exploitation.’ She believes that ‘prostitution is inherently harmful and dehumanising’ and that ‘the majority of those who are involved in prostitution are unwilling participants.’
