The report to the UN by the Special Rapporteur on extreme poverty and human rights in Namibia discusses the challenges faced by sex workers, writing "the criminalization of sex work in Namibia lies at the foundation of a climate of stigma, discrimination and violence surrounding sex work". The report details how "stigma, discrimination and violence often discourage sex workers from accessing public services, particularly health care", describing "multifacted human rights violations" as the reason for sex workers being particularly vulnerable to HIV. Sex workers also have limited access to justice, and other services and protections such as education and employment rights. The author recommends decriminalisation ("repeal the provisions relating to sex work in the Combating of Immoral Practices Act ... and all similar municipal regulations"), education directed at the police and service providers to combat stigma and discrimationary practises, and support for sex worker self-organising.
