Is selling sex criminalised?
Yes. At national level - no specific laws against sex work although at local level some provincial and local governments have laws against all forms of sex work. Many regional regulations prohibit selling sex and sex workers are penalised under public order offences.
Is buying sex criminalised?
No
Is organising/managing criminalised?
Yes - penal code prohibits facilitation, trading in women and living on the earnings of 'prostitution'. However there is a system of regulated brothels that are dealt with on the local level by regional authorities. National government though has in recent years cracked down on regulated brothels and had the ambition to close all the designated red light areas by 2019. It is unclear if this goal was achieved but many red light districts have been closed due to this national government crackdown.
What other laws are used disproportionately against sex workers?
Public order offences passed by regional governments. Vagrancy offences in the Penal Code can be used against sex workers.
Is there mandatory HIV/STI testing?
Yes there may be for sex workers working in regulated brothels
Is there mandatory registration?
Yes there may be for sex workers working in regulated brothels
If sex work is regulated, is it in line with other work, or are the regulations unfair or overly restrictive?
Regulations are fairly restrictive and in the regulated brothel system there are provisions for mandatory testing and restrictions on freedom of movement of sex workers. Most live in brothel complexes, must register when they arrive and ask permission to leave.

The sex work laws in Indonesia vary across the different regions. Some areas criminalise all aspects of sex work and other areas operate a system of quasi-legal brothels even though organising/managing is criminalised nationally.
